Welcome to the YDC Claims Administration page for filing your electronic Claim in the Claims Management System (CMS).
Please carefully review the guidance and instructions, on this page, BEFORE beginning your Electronic Claim Form. The Electronic Claim Form cannot be partially saved or partially submitted, and any work will be lost if the claim is not submitted within 120 minutes. Mandatory time-out of an unsubmitted Claim is for your own privacy and protection. Supporting documents and files can be uploaded after submitting the claim, however, the data entered in the claim itself cannot be edited after submission.
Deadline for filing a claim:
To be accepted and reviewed, your claim must be submitted no later than June 30, 2025. All claims must be filed with the NH YDC Claims Administration and Settlement Fund electronically by using the Claim Management System available on this page.
Instructions and Guidance
The YDC Settlement Fund provides compensation to any living former Youth Development Center Resident who was personally subjected to Sexual Abuse or Other Abuse by or because of a YDC staff member.
There are important legal documents located on the Resources and Forms page that provide information about the claims process. These documents are: Claims Process for Administration of the YDC Settlement Fund and Guidelines for Valuing Claims for Settlement Purposes. You will need to review these documents BEFORE filing a claim.
All claims will be filed in the online CMS. A sample claim form is provided only to help you prepare to file in the online portal. This sample may not be submitted as a claim. If you do not have access to a computer please contact the YDC Claims Administration staff for assistance.
If you are represented by an attorney for this claim, your attorney should assist you with completing the electronic claim form in the CMS and your attorney will sign off at the end of the form as the Reporter of your claim on your behalf. The claims administration staff can only correspond with your attorney if you are represented.
You will provide your current contact information as part of your claim so that you (or your attorney if you are represented) can be reached by claims administration staff for the Administrator of the Fund. If your contact information changes after you submit your claim, please promptly contact claims administration staff to update your contact information. It is important to keep your contact information updated throughout the processing period for your claim. This includes if there is a change of attorney. Loss of contact with you may result in denial and closure of your claim.

Legal Notice - Advice of Counsel
If you are unsure whether or not to submit a Claim or to participate in the Claim Process, you should consult with an attorney. If you do not have an attorney, you may contact claims administration staff for a list of attorneys who may be willing to consult with Former YDC Residents concerning your decision to file a Claim. A list of resources is available on the claims administration website.
Legal Notice - Privacy and Confidentiality
Your Claim, and all documents and information created in connection with your Claim, will be treated as confidential by the Administrator and the AGO Designee to the greatest extent permitted by law. A document or information that was not confidential prior to including it in a Claim does not become confidential because it is submitted. Under the Right-to-Know Law, NH RSA Chapter 91-A, the Administrator and the AG Designee may be required to disclose settlement agreements and other records requested by a member of the public. In the event of such a disclosure, your personally identifying information will be withheld to protect your privacy to the greatest extent permitted by law.
These confidentiality obligations are binding on the Administrator and the AG Designee, but not on you. You have the right to disclose information about your Claim (other than confidential settlement discussions) at any time.
In order to process a Claim, claims administration staff must share claims information with authorized parties in a confidential manner, such as the Attorney General Designee and authorized representatives. In the event a Claimant is a resident of a department of corrections facility (or becomes one during claim processing), then claims administration staff may need to share the name of a claimant and some claim information with select staff of a department of corrections in order to process your Claim, this is done solely to enable claims processing or payment processing to occur and is done in a confidential manner.
If the Administrator or AG Designee believes, based on your Claim, that an individual you identify as an abuser should be referred to an appropriate law enforcement agency for prosecution, you will be contacted and your consent will be requested prior to any such referral. You are under no obligation to provide such consent or to cooperate in any criminal investigation in connection with your Claim.
